I wonder if, like the drain maintenance, Caltrans expects the City to pick up the trash and dumped furniture along El Camino? In this instance, maybe it's SamTrans responsibility?

The city should pick it up, take it to the dump and bill Caltrans for the time and gas to do it all. Rinse and repeat.

If the COB Street Dept. sees this, stop and pick it up.
The Street Dept. has the Equipment, the Employees, and the time.
What’s the hold up?
Please do not tell us “Liability.” -
Sunday on 3rd Avenue in San Mateo the sidewalk trash cans were clean and fresh.
Sunday in Burlingame Avenue the trash cans were overflowing. People left their trash on the sidewalk. Rat-magnets. -
There would be no “Rat Magnets” if there were not “The Privileged.”

The answer to your question in a word is YES. Caltrans is way too important to pick up trash, furniture or repave the road. They must plan for the future. They must deliver equity. They must have lunch on time.

Now there is a nice big rolled up carpet in the pile here (across from Safeway). Do Caltrans even bother to drive the road and inspect?

Another piece of furniture is out there and now a big screen TV. With the two mattresses you have a nice Burlingame apartment all set up.
