It is important that we have elections at the local level.  Candidates, incumbents and challengers alike, need to have the forum and walking around time to make their case to the public and for the public to provide input in a way that doesn't happen as much in non-election periods.  So challenger Mike Dunham is to be commended for throwing his hat in the ring against two strong incumbents–Donna Colson and Emily Beach.  He had to know it would be an uphill climb from the start, but as far as I can see he has mounted a credible campaign knocking on doors, doing debates and getting his points of view known.  While this race isn't as crowded as in the past as Russ noted here, it's still a race.

I have had one-on-one interviews with all three candidates and took copious notes at the Candidates' Night on Sept. 18th.  I discussed one issue that had a difference of opinion between the incumbents and challengers – pot dispensaries in town here.  But clearly the big area of difference is housing in town — how much, how "affordable", how soon and where it should be built.  Ten of the twenty questions at the Candidates' Night were housing related.  If I boil it all down, the difference is that the incumbents believe they have enacted enough change via the General Plan update setting guidelines for 3,000 new units, the Lot F&N project, and developer fees to grow our housing stock as fast as is feasible.  The challenger, Mike Dunham, believes not enough is being done (e.g. "cities have failed to do their jobs") and the job:housing ratio is way out of balance; he believes it should be 1.5:1.  He said he would be fine with us not building anything on the Bayfront, but now that the General Plan has opened Pandora's Bayfront box we should also be adding housing on the Bayfront.

No regular Voice reader will be surprised to hear that I'm less enamored with adding housing than even the two incumbents.  I foresee issues with school classroom capacity, police and fire responsiveness, traffic congestion, and water supply reliability.  There are probably other deleterious impacts, but that is enough for now.  Mike Dunham has some positions that could ameliorate the problems– adding a "head tax" on large employers adding more employees, building dense mixed-use projects downtown that he believes millennials like better, rent control, and making more street parking subject to residential parking permits.  He also suggested acknowledging that sea-level rise on the Bayfront is inevitable so we should just plan on abandoning some of that property in forty years since defending the turf will be too expensive.  In my opinion, some of these would work better than others and some are just plain counter-productive, but the issue is whether any will ever really happen?

I have to balance all of that with the incumbents' track records.  The city is pretty well run fiscally, decisions are transparent (which was not always the case 20+ years ago on the city council) and Colson and Beach are certainly approachable, available and energetic.  They also comport themselves in a professional manner.  One of the reasons I wait to make my recommendations is to see if other information becomes available, and a commenter on the first election post brought to our attention a May 2018 post by Mike Dunham that fails the professionalism criteria in my opinion.  Mike chose to have "no comment" on it when I asked him about it which is his prerogative, but when in office a politician has to own his or her actions.

When all is said and done, I will be voting for the two incumbents.  We collectively know a lot more about them than we did four years ago and both Donna and Emily have demonstrated commendable skills and energy in office.  I'm very glad we have had a wide-ranging debate over the last several months to reinforce my perspective.  You have two more weeks to register your opinion at the ballot box.

    You justify this decision due to your love for two socialist mono race countries and your obsession for his wife?
    Cynthia Cornell became his Treasurer as a result of his promises for more free stuff for renters. At least she is transparent.

    I like that Dunham is married to an Asian. Burlingame has largely failed it’s minority residents for decades, and like the Socialist Obama (whom everyone on Burlingame Voice admits was the best president since the 1960s), I’m excited Dunham is bringing a fresh viewpoint to this tired, old, conservative town.
    Democrats Beach and Dunham will bring vitality and life to Burlingame.
    Republican Colson will retire to her pending real estate practice and SamCar overlords.

    Given the multiple comments claiming Donna Colson is a Republican (and a budding real estate agent!!), I decided to contact her about her party affiliation.
    She became a No Party Preference (NPP) also referred to by some as Decline to State (DTS) more than a decade ago. I think Carolyn Staunt, Jian Liu and DBBC can now stop the misguided comments, please.
    As for the real estate interests, Colson is endorsed by SAMCAR and the Tri-County Apartment people, but has not taken any donations from either one. Given her vocal opposition to the local rent control measure that got slaughtered at the polls, these endorsements are not a surprise.

    Anyone who googles “Colson FPPC form 460” will see that’s not true. Five Samcar realtors incl Anne Oliva plus Samcar was Colsons biggest 2016 donor.

    Sorry,I misread form. Payment was made to Wildfire Contact, as political consultants/mailings/lit. Payment was also made to the Education Equality group, but they also made a $1000 donation.
    Only 3 Burlingame residents, one being Mr. Dunham himself and the other Ms Cornell is very telling in my view.

    Ex Samcar president Oliva clearly donated to Republican- endorsed Donna Colson on Jul 03 2019, shortly after she received an identical amount from Samcar. Likely a passthrough that should be attributed to original source, but Annie Oliva is just as bad.
    Mark Simon said in the daily journal that Oliva received zero Democrat endorsement votes out of 100.

    Well Joe, I wasted 20 mins looking this up. This data is from the 1st Pre Election Statement for both Mrs Colson and Mr Dunham. From 7/1/19 to 9/21/19.
    Mrs Colson is supported by the San Mateo County Republican Party. It clearly states on the page that this isn’t an endorsement, as Ms Colson is not a registered Republican and they only endorse Republican candidates.

    Sue Lempert’s column in the DJ has confirmed something I heard a while back. It was fun reading through the contemporaneous comments about Emily Beach’s last election on this 2019 post. Here is the conclusion of the story, via Lempert’s column:
    Very sad news. After 11 years of representing Burlingame on the City Council, Emily Beach has decided to retire in November. Beach is just the type of person you want in public office — smart, honest, dedicated and willing to take up unpopular issues. When I first met Beach and learned her resume I thought she would be a perfect candidate for Congress — a military captain in the Middle East who had enlisted in ROTC to pay for her college education. She did run for Congress when Jackie Speier retired. But so did her good friend, Assemblyman Kevin Mullin. Speier endorsed Mullin. Beach came in fourth. Then she filed to run for the Board of Supervisors when Dave Pine was termed out. So did Millbrae councilwoman Gina Papan. The political pundits were excited by a Beach-Papan race. The two candidates started collecting endorsements and raising money.
    It was not to be. Speier decided she would run for the Board of Supervisors. Beach and Papan withdrew. Today, Papan continues on the Millbrae City Council. Beach continues to work for JobTrain, a job training and placement center.

    With Ricardo Ortiz’ council retirement due to work commitments and now Emily Beach’s decision, change is in the wind at City Hall. What a shame that so few people in town will get to vote for either replacement…….but that’s what happens when you don’t stand up to out of town lawyers pushing voter suppression.

    Crickets aren’t even chirping about this news. Nobody cares. Even the moms who were behind Beach realized she was just a ladder-climber. She left no mark on Burlingame. Lempert likes her because they are peas in the pod. Nobody remembers who the f Lempert is because she left no mark on San Mateo. She has a weekly column because they need weekly columns. At least with Claire Mack or Hill you can remember what they stood up for. What did Beach stand up for? Answer: Beach. US Congress? Ha.
