The Burlingame Avenue Area Streetscape, Beautification Master Plan dated September 1996 is interesting reading (councilmembers were Harrison, Knight, O'Mahony, Pagliaro, Spinelli, Janney for those that care about Preferred Councilmembers) especially page 27:

Create a plaza with a central green and seating area in front of the Train Station. Update plaza area with special plantings, light standards, benches and enhanced paving. Relocate the Samtrans bus stop to the other side of the Station to increase the plaza area. Retain the shuttle stop and drop off area in front of the Train Station. Use special paving in crosswalks at this intersection to enhance the pedestrian connection. Create a special landscape display area in front of the Station – possibly floral display or relocated Three Sisters fountain. Enhance the nighttime appearance of the Train Station with architectural light.

In 1996, there was some consideration for a fountain – good grief in our sophisticated town? The diagram shows Lot V with parking places but does show more trees including three magical trees on California Drive and one by the shuttle stop!
